/etc if for non-third-party configurations. Packages shouldn't touch the
base system -- so you can keep you base clean and uncluttered from
third-party software.

Neveretheless, it would be useful if there was a rc.conf flag that rc.subr
and rc would check and use to then check and use /etc/pkg/etc/rc.d/ and
/etc/pkg/etc/rc.conf.d/. I know I have seen patches, but I can't recall if
any were send-pr'd.
