your best bet probably is to download the tarball of pkgsrc, install cvs, then 
cvs update your existing pkgsrc.

ftp.netbsd.org is down for a while for hardware upgrades so you may want to 
use a mirror near you. (http://www.netbsd.org/mirrors/#ftp)
