The original correspondent asked how to use CVS to download pkgsrc, when
CVS itself has to to be installed from pksrc - -current comes with CVS, 
but 1.5.x doesn't, and I don't know about 1.6.  The answer is that you
can't, unless you've first gotten CVS, or pkgsrc, from somewhere else.
