sorry.  i wasn't clear.

if your cvsroot is set to anoncvs@..., then you need to set CVS_RSH
and you won't need to use the login command.

if your cvsroot is set to :pserver:anoncvs@..., then the setting for
CVS_RSH is unimportant and you need to use the login command.
