  That shouldn't be too much of a problem.  All you need to do is create
a floppy image (with FreeDOS and the utilities you want on it), then
tell the CD burner software to use this as the boot image.  Once you
switch the BIOS to boot from CD, it will then emulate a floppy drive
when it boots from that image.
