That is to be expected, it is the binary data that is the start of the
PPP handshake (LCP?).

OTOH it might be useful if netbsd shipped wich ppp config files
that do CHAP/PAP dialup.  You do need to know what has to happen
(and read a lot of man pages) in order to get it working starting
with the released files.
