As a further twist, the problem I was experiencing now has just stopped.
Tab wouldn't work anywhere in the buffer but when I copied and pasted one it 
started working again.

All the other times this kind of thing has happened tab has refused to work 
after a certain point in a buffer and hasn't started working again.

I'm still puzzled. :-\
