rcorder tells me that /etc/rc.d/network (which processes the
ifconfig.foo files) runs before /etc/rc.d/mountcritremote which is
what mounts /usr.

try putting these settings in your rc.conf file

critical_filesystems_beforenet="/var /usr"
critical_filesystems=""
