I have two NetBSD boxes talking over Ethernet. Is there an easy way 
for me to configure one or both of them so that the traffic that goes 
between them moves at a known slow pace (like about 150 Kb/sec)? I 
don't want to rate-limit any other parts of either system, and I 
can't easily put an extra box between the two of them.
