Thanks for your help.  You're quite right: according to cvsweb, expat
was added to apache 1.3.22 in October.  

Is it possible that Apache 1.3.22 says it depends on expat 1.95.2 but
in fact uses 1.95.1?  And it works on your machine because you also
have 1.95.1 installed?  Or am I just totally misunderstanding how
these things work?  

I gave up and found a binary.  Packed up and went to 
apache-1.3.19nb1 for the time being.  (I had really made a hash of it,
working too fast and too tired.  I think the httpd.conf was left over
from the aborted apache 2.2 install.)

I pulled the pgksrc tarball for 3 November.  I'll try it again soon.
