What do you want to do (that isn't already provided with the tools
included with NetBSD)?

NetBSD offers several tools for adding and deleting users. Look at
user(8), useradd(8), userdel(8) manual pages. In addition, vipw(8) can be
used via scripts by setting the EDITOR as needed.

Again, what do you want to accomplish?
