rc.conf sources /etc/defaults/rc.conf. By default, sendmail is set to
"NO". The defaults files shouldn't be modified, because /etc/rc.conf
should be used instead.

If your default sendmail was already set to NO, then maybe you are
starting it via /etc/rc.local or somewhere else (use grep to find it
somewhere in your own startup scripts).
