OK. I have found my error !

it was all in the /etc/ftpd.conf

first, I removed the line

	modify guest off

which prevent ftp/anonymous login to create file, whatever the directory
theu are in,

second,  I changed the umask guest 707 to

	umask guest 002

and it works :-) OF course it brings another problem :

people can now create files and directories in the incoming directory
but they can also delete them !
