Yes.  Welcome to syslog.  It's not reliable, by design.

The deficiencies of syslog are many and varied.  There is an IETF
working group working documenting the existing protocol and defining
new one(s).  This will help make syslog more useful as a protocol, but
may or may not help too much with implementations.
