Did you try it a bit slower e.g. 57600 ?
I had the same problem with a CF modem in a pcmcia adapter. It's also a
56K so it should work with 115200 but it did not.
But if your modem works under other systems, than the cause of the
problem will be somwhere in the NetBSD.
