You could try

ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.5/i386/installation/floppy/bootlap1.fs
ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.5/i386/installation/floppy/bootlap2.fs

but that's only really needed for CardBus cards. The regular generic
kernel and install sets have "ne* at pcmcia?".
