There is locale support for quite some time, but only the 'C' locale files
are installed. There is iso_8859_1 locale files in
ftp://ftp.netbsd.org/pub/NetBSD/arch/i386/french-1.4.2/
Just extract locale.tgz and set LC_CTYPE to iso_8859_1
