What do you mean by "user's activity" ? NetBSD's ftpd can log a lot of things
already:
     -l      Each successful and failed FTP session is logged using syslog
             with a facility of LOG_FTP.  If this option is specified twice,
             the retrieve (get), store (put), append, delete, make directory,
             remove directory and rename operations and their filename argu-
             ments are also logged.

wu-ftpd has a bad history of security bugs so I wouldn't trust it.
In fact I'm happy with NetBSD's ftpd, it has all the features I need (plus
a few ones I don't :)
