Really sounds like a broken floppy anyway ... What release are you trying to
install ?

Uh ? boot-small.fs doesn't have support for PCI, PnP and PCMCIA controllers but
it has support for regular IDE controller (which include PCI IDE in compat
mode, that is almost all motherboards IDE).
