Perhaps there is still an older version of httpd installed on the
system that expects the configuration file to be in that location.

On a standard installation, httpd is started using the script in
/usr/pkg/etc/rc.d/apache.sh.

if [ -x /usr/pkg/sbin/httpd -a -f /usr/pkg/etc/httpd/httpd.conf ]
