From the point of view of added software and removing software to a
group of machines, it is far easier to have a script for each service. 

From what I've seen of the NetBSD rc.d directory, it isn't a mess (well
not as much of a mess as on a SysV system anyway *grin*). IIRC there is a 
binary which works out what order to run the scripts in.
