"${CFDIR}" is the synatx for using a variable in a
command.  You either need to set the variable to the
desired directory (i.e., set CFDIR=/usr/dir or
whatever), or you need to completely replace ${CFDIR} with the directory (i.e., m4 /usr/dir/m4/cf.m4 config.mc >config.cf).
