You'll note that you can't send a packet directly to 164.71.104.254
using your 164.71.112.141 interface.

Either someone is running multiple subnets on the same physical
network, or your netmask is not correct, or perhaps someone just
typo'd the address when configuring the other host and hasn't worked
out why it isn't working yet.
