I did change something; in /etc/mk.conf, I added
      LOCALBASE=/usr/local
as suggested so that things go into /usr/local

However, I just discovered my problem: I was trying to go to "pop" instead 
of "pop3" The error message:

gave me a clue that I missed: it came from inetd, not qpopper.
