On the first boot after installation, you should drop to single-user mode
(so, you have only the root-partition mounted) with the message
 /etc/rc.conf is not configured. Multiuser boot aborted.=20
You have to edit this file to set the line to
"rc_configured=3DYES"
to boot normally.

Have a look at the section "post-installation steps" in the above manual.

  "i386" manual (should be correct) at
