Yes, this is necessary.  Sometimes the new userland code relies on new
system calls and will fail it they are not there.  It would be ok if
you can do the make build in one pass but sometimes parts of the tool
chain need to be built before you can build the rest which means you
may get wedged.  Considering the time it takes to reboot compared to
the overall make build the time taken to reboot is a good way to avoid
nasties later on.

make build does the make cleandir.
