/etc/localtime should be a link to the correct timezone.  For example, I
have:

bash# ls -l /etc/localtime 
lrwxr-xr-x  1 root  wheel  31 Jun 15 12:55 /etc/localtime ->
/usr/share/zoneinfo/US//Eastern
