For i386, you need a bootfloppy image (1.44 or 2.8MB is ok), then put togehter this direcotyr structure:

.../foo
    foo/NetBSD-1.4
    foo/bootfloppy.fs

then, run mkisofs: mkisofs -r -o foo.img -b bootfloppy.fs -c catalog foo
This should do it. I'm typing this from the top of my head, so some paths
may be wrong - try & see.
