On reading my own posting I realised how ridiculous it was to blame nat
for my woes

So I tried another tangent no nat
The problem has nothing to with IP NAT

From my 1.4 box I cannot access any services on my 1.3.3 box
though I can access services on my 1.4 box from my 1.3.3 box
this all happend after I started using nat but without nat and ipf the
problem persists.  

tcpdump on both machines shows the packets 

I'm confused because I can ping the machine and it nats
for me.
