Update:

Heartened by the two FAST responses from this list (thanks guys!) I rechecked
the drive cable. It was plugged in fine. It occurred to me that I had been
installing an HD right under it, and might have pulled on it in a bad way.

So I removed and retensioned the IDC connection points, and plugged the cable
back into the same places, but repositioned so nothing was pulling on it.

Now it works!
