I think I have Virtual Consoles setup properly, but I can not switch between
them.  What is the key combination, I have tried Alt-Fx (where x is the console
number), but this only prints out garbage on the command line.

I have gettys running for each of the consoles each one is listed with a line
similar to when I type ps.  ttyv0 isn't listed, but I am logged in on that
one.  I would copy the whole thing, but I don't work well on a system with no
virtual consoles.

In /etc/ttys I have these lines
ttyv0 "/usr/libexec/getty Pcvt" pcvt25 on secure
ttyv1 "/usr/libexec/getty Pcvt" pcvt25 on secure
ttyv2 "/usr/libexec/getty Pcvt" pcvt25 on secure
ttyv3 "/usr/libexec/getty Pcvt" pcvt25 on secure
ttyv4 "/usr/libexec/getty Pcvt" pcvt25 on secure
ttyv5 "/usr/libexec/getty Pcvt" pcvt25 on secure
ttyv6 "/usr/libexec/getty Pcvt" xterm on secure
ttyv7 "/usr/libexec/getty Pcvt" xterm on secure

My dmesg says:
vt0 at isa0 port 0x60-0x6f irq 1

vt0: console

I am at a loss right now, can anyone steer me in the right direction?
