This is because the person creating the binary pkg did it with newer pkg_*
tools (it should not have been done that way).

The pkg_* tools shipped with NetBSD 1.3.x do not have a couple features that
some from NetBSD-current have, causing this behavior.  The proper thing
would have been for the binary pkg creators to use the older tools; however,
you may need to update your tools (or untar, edit +CONTENTS to remove the
@pkgcfl lines, re-tar) in order to install these pkgs.
