# INCROOT=$LOCALBASE/include

If I set these vars in the shell, make ignores them, if i set them in host.def
it ignores them.. If I do something like #define IncRoot /usr/pkg/include
nothing will build..

how the heck to you keep your /usr/X11R6 tree unpolluted??  ;)
