It means that more packets arrived than can fit in the board's on-board
RAM (i.e. the packets weren't drained quickly enough from the buffer before
it filled).  Depending in the type of machine you have, this can be
considered "normal" (i.e. it will take older, slower machines longer to
sevice the card's interrupt, thus increasing the chance of this warning
in the presence of heavy network traffic.)
