Subject: How to check to see if files have been accessed/looked at?

I am running my system and I would like to know if there is a simple way to
detect if someone has looked at a file via an ls -liaR (the parent directory
is fine too) or via a read call? Is there some flag that I can set so that
any accesses update the timestamp on the file?

Someone mentiooned a sticky bit..?
