Regarding the quota implementation, the documentation is a little
sparse. Could someone who is more familiar with the details please flesh
it out a bit?

My particular question is what does "block" mean in the contect of
quotas? a 512-block? a 1K-block? a fs's bsize block (eg 8K)?
