I have found that this is a relatively common experience with newer BIOS.
If your version of boot1.3_ALPHA.fs had a "sysinst" option, please try
that version of the install.  Docs are under construction for the sysinst
install program.  But if it is available, try "shell" and then to the
shell say "sysinst".   If that doesn't work, then you may need to wait
until the ALPHA is updated.

The real problem above is that most newer BIOS do not like the first partition
on the disk to reside on any part of the first track.  So, one must partition
the disk properly to get the BIOS to do the proper thing.  There is an
fdisk on the boot1.3_ALPHA.fs that can help you.  You will have to partition
the disk yourself.  (This is not needed with sysinst.  It does it for you.)
