I don't know about the ipf stuff, but I experienced the same thing about
the default route not getting set.  I found I couldn't run routed with the
ppp link (pointless with just the ppp interface anyway).  Try disabling
routed (if you don't need it), it should fix the default route problem,
and possibly others...
