I never use mount_cd9660 directly.  I use:

mount -rt cd9660 /dev/cd0a /mnt

This no longer happens in -current.  If you want to stay at 1.1, then
you need to create a disklabel-sized 0xA5 partition on a blank part of
the disk, and then use the procedure from the 386BSD FAQ.
