You should be using encryted passwds to begin with!
first:  *UNPASSWD root*
that is make the root passwd entry that you currently have
root::blah....
next, install the sec disk and you will get the libraries.
Read up on upgrading or installing the system to install
things once you have NetBSD up and running.
Basically, it entails booting with the boot disk, then the install
disk, then cntrl C the install process,
Set_tmp_dir...
Load_fs...
Extract sec10...
boom! you've done it....

You've really would have done it if root already
had a passwd before the install!

Ob NetBSD war story:  didn't unpasswd root and installed sec10
oh boy was that fun.
