If you don't plan to dial in, then I find that setting the 'local'
flag in /etc/ttys works well.  If you plan to use something braindead
(like tip), then you may want to add the 'rtscts' flag as well, e.g.:

tty00	"/usr/libexec/getty std.9600"	unknown off secure local

When this change is made the ttyflags program (run from /etc/rc) turns
on a sticky CLOCAL and/or CRTSCTS flag in the com driver.
