An inconsistency in INSTALL.html and docs/guide

Hello,

I upgraded to NetBSD 11 using https://cdn.netbsd.org/pub/NetBSD/NetBSD-11.0/evbarm-earmv5/INSTALL.html#Upgrading%20a%20previously-installed%20NetBSD%20System and there is a missing line sysupgrade clean after the sysupgrade postinstall line.

But, in the https://www.netbsd.org/docs/guide/en/chap-upgrading.html#using-sysupgrade we see that the sysupgrade clean is present.

I had a working NetBSD 10.0 machine and upgraded to 10.2. After a successful upgrade, decided to upgrade to NetBSD 11.0. But after a restart I was still on version 10.2. The issue was that the sysupgrade stores the upgrade files into /var/cache/sysupgrade without versioning. Doing the sysupgrade fetch to install the version 11.0, it skipped the download, because there already were files from the 10.2 upgrade.

Thanks,
Gatis
