Yes please, for everything maintained by NetBSD. For things that have an upstream origin (e.g. external/* and */dist/*), I'd suggest talking to the upstream project.
If the man to mdoc conversion can be sufficiently well automated to be usable as part of importing the next version from upstream, then even an uncooperative upstream does not need to hold us back.
