Good idea. This is exactly how I'm packaging bmake for Debian,
bmake executable + sys.mk

   deb     http://mova.org/~cheusov/pub/debian       lenny    main
   deb-src http://mova.org/~cheusov/pub/debian       lenny    main

And pkgsrc-mk-files is in a separate package in the same repository.
