1) what formats do you have in mind, and how would you watch them (for
    non-text formats) with tools in the base system
2) the tools to process the XML files into whatnot are not in the base
    system, and I see no good reason to add a lot of big packages for a
    particular purpose to everyone's system. Those that want to do
    documentation work can install them seperately.
