I have no opinion about this, native speakers should know best about
the differences.

We should verify that pt_PT is the correct name for the directory.
I don't have a reference at hand, but I remember having read that the
correct identifier is pt-PT and that DocBook is actually using the wrong
syntax for that in its HTML output.
