I was reading through NetBSD-2.0.2/i386/INSTALL.txt and I believe it
should mention about etcupdate.

So I looked to see what file should be modified. I see that
src/distrib/notes/common/main contains parts of INSTALL and it mentions
etcupdate.

Why does src/distrib/notes/common/main and INSTALL have some parts in
common but also missing parts?

What do I edit to add a note about using etcupdate if manually updating a
release for an upcoming INSTALL document?
