Umm - that looks completely out of date. I think it should read:

  (1) use build.sh to create a release
  (2) make sure mkisofs is installed:
       cd /usr/pkgsrc/sysutils/cdrecord && make install
  (3) cd /usr/src/etc && ${TOOLDIR}/bin/nbmake-${ARCH} iso-image
  (4) use cdrecord to burn it...

Ok, perhaps with a few more details...
