I believe it should not hardcode in the index.html. That way any search
engines will index it without "index.html" -- so if one day we choose to
use php or shtml or other for default DirectoryIndex then we don't have to
configure index.html to still work (or worry about missing pages).

Maybe you could install lightweight http server. I sometimes use a http
server that is only a few KB and runs via inetd. (I need to package it.)
