Log Message:
Unfortunately, KOI8-R table doesn't contain space for characters, such as
double angles (quoting), m- and n-dashes and so on. Thus, force to use UTF-8
as result charset until we fix this behaviour (seems XSLT 2.0 solve this via
character maps).

Also, provide a localized "backto", "homepage" and "feedback" links and pass
a DOCTYPE into result document.
